I'm sure that you'll know what Winamp is and what a skin is so I'll skip that part.
Winamp was one of the first application with skins so lets get started!
Here is the quick links to the information you'll need if you already familiar with skinning in Winamp:
Please note that Winamp is backwards compatible with all skins. (some Winamp3 skins might be buggy though ;)
Now if you're new to the skinning world then you'll first have to decide what type of skin you want to create.
